ABSTRACT

This study entitled “Equal access to educational opportunity Policy and its influence
on quality Education for LID in littoral region was carried out of inspiration from the students of Genius Pathfinder College (GEPACOL,2019), the majority of whom were
internally displaced persons (IDPs,) characterised by limitations in learning, reasoning
and problem-solving in an atmosphere of political instability. Objectively, it aimed at
correlating government inclusive education policy of equal access to educational
opportunity with quality education for learners with intellectual disability.
Methodologically, a survey research design was used. Quantitative(questionnaire) and
qualitative (interview guide, focus group) methods were used to collect data for the
study. The population for the work included secondary general education English
teachers, Pedagogic Inspectors in the Regional Delegation of Secondary Education,
and the Regional Delegate. A sample size of 392 was chosen from a target population
of 1228 teachers. Simple random sampling technique was used to select respondents
for the questionnaire, while a purposive sampling technique was used to select 6
participants for the interview. Descriptive and inferential statistics were used to
analyse the data. The Pearson Product Moment Correlation, and the mean ratings
were computed using the Statistical Packages for Social Sciences (SPSS) computer
software version 25.0. at 0.05 the level of significance. Findings revealed that,
accessibility to educational facility policy by LIDs influences quality education for LID
in littoral region. A model on inclusive education policy was proposed. It was
suggested that, it is time for the complete review of inclusive education policy in
Cameroon that reflects local realities to foster quality education For LIDs. As a
pedagogic implication of the study a proposed template or follow up sheet is
designed to check progress by schools Administrators on IEP so as to accompany
academic planning.
